Biography:[]

At young age, Charles Brown was obsessed with Benjamin Franklin. In a lapse of judgment, Brown recreated Franklin's famous electricity experiment with a kite and took shortcuts. After suffering shock from a lightning bolt, he began to suffer from the psychological trauma. As an adult, Brown decided to engage in kite-centric crimes and become the most famous kite-related person in history. Strapped to a giant kite, Brown and his henchmen sailed into a life of crime. While robbing the safe in a chemical plant, Kite Man was stopped by Batman.

During the scuffle, one of Kite Man's henchman, Eel O' Brian attempted to get away with the contents of the safe and triggered the alarm. Batman intervened and O' Brian fell into a vat of acid. Luckily, O' Brian survived and testified against Kite Man. Kite Man was incarcerated at Iron Heights and Blackgate Prison. Kite Man became part of Bat Mite's imagined day as Batman. He soon served his sentence and was released. Ready to get revenge on Plastic Man, Kite Man needed to get a sample of Plastic Man's DNA. After using his henchman Rubberneck as a distraction, Kite Man stole 2.2 grams of Plastic Man and perfected his Theta Ray. With it, he could turn his enemy into stone. While Batman and Plastic Man went after Rubberneck, Kite Man raised the stakes and kidnapped Plastic Man's family. Woozy Winks altered the Theta Ray and made Kite Man rubbery. In the scuffle, Kite Man and Rubberneck were turned to stone.
